Social Democrats MP claims there is an attempt to shift potential liability in Montenegro's airport concession cases to Parliament

Mugoša: MPs never received the Government's airport concession proposal; Mandić: The documentation was incomplete, so we returned it

Social Democrats (SD) Member of Parliament, Boris Mugoša, asked Parliament Speaker Andrija Mandić whether it was true that Parliament had received the Government's proposed decision on the concession of Montenegro's airports in early April.

- Yesterday, the Government published information on its website regarding the airport concession procedure, which contains several problematic details that the Speaker of Parliament should clarify. The document states that on 8 April the Government forwarded the proposed decision „together with the complete documentation“ to Parliament. To this day, not a single MP, at least from the opposition, has received those materials, nor have they been published in Parliament's official records - Mugoša said during a parliamentary session.

He added that the Government had also stated that, based on that date, it had proceeded with further steps in the concession process.

- It says that even after two months no decision had been taken on the proposal, yet we had never even seen the proposal - Mugoša stressed.

He said the issue was important because of the possibility of future lawsuits.

Mandić replied that Parliament had received part of the documentation in April, but that the parliamentary services had determined it was incomplete and requested additional materials.

- We received documentation that we concluded needed to be supplemented with several additional elements. In the meantime, events unfolded as they did. We will hold discussions with the Government on the next steps regarding the airport concession process. It is obvious that this concession attempt has failed. We'll move on - Mandić said.

Mugoša responded that he was not interested in relativizing the issue.

- The Government's document clearly states that it submitted the proposal, together with the complete documentation, to Parliament for consideration and adoption. Based on that date, the Government proceeded with other steps in the tender process. The intention appears to be to shift potential liability in any future lawsuits onto Parliament, even though MPs never received the materials and therefore had no opportunity to consider or decide on them. Those who attempted to mislead the public should be held accountable - Mugoša said.
