The Centre for Civic Education filed a criminal complaint: Special State Prosecutor’s Office to investigate officials in the Radio Television of Montenegro

The Centre for Civic Education (CCE) has filed a criminal complaint with the Special State Prosecutor's Office (SSPO) against the Director General of Radio Television of Montenegro, Boris Raonić, and other responsible individuals within the public broadcaster, based on findings issued by the Budget Inspection of the Ministry of Finance.
The NGO recalled that the Budget Inspection, acting on its complaint, identified serious irregularities in the calculation and payment of salaries to the management of the Radio Television of Montenegro during 2025.
- The findings show, among other things, that salaries were not determined through legally prescribed decisions, that certain contracts and annexes were not aligned with the Law on Salaries in the Public Sector or the public broadcaster's Collective Agreement, and that bonuses and variable components of salaries were paid outside the legally defined salary structure. In 2025 alone, as the Budget Inspection stated, unlawful payments amounted to €26,602.18 for Raonić, along with approximately €85,000 in additional irregular payments to other executives – CCE said.
They expect the Special State Prosecutor's Office to act without delay and examine the responsibility of all individuals involved in the approval, decision-making, and execution of the disputed payments, applying the same standards used in other cases based on Budget Inspection findings.
