The Ministry of Internal Affairs has launched a tender for the procurement of official identification credentials and badges, with a total estimated value of €60,500, including VAT.

According to the tender documentation published on Montenegro’s electronic public procurement portal, up to €42,200 has been allocated for 650 official identification credentials, while €7,800, excluding VAT, has been designated for the same number of badges.

Identification credentials made of genuine leather

According to the published specifications, the official identification credentials will be rectangular, measuring 180 x 90 millimetres, with hard covers made of black genuine leather.

A metal badge will be attached to the outside of each cover, while the inside will contain a transparent plastic sleeve for inserting a card bearing the police officer’s details.

The card will be light blue, measuring 170 x 75 millimetres, made of tear-resistant paper and bearing an embossed dry seal. It will contain Montenegro’s coat of arms, the name of the country, the Ministry of Internal Affairs and the Police Directorate, the officer’s photograph, first and last name, registration and serial numbers, date of issue, the minister’s signature and an official seal.

The reverse side will list police powers, including identity checks, arrest and detention, searches of persons and vehicles, temporary seizure of items, the use of coercive measures and the carrying out of special police operations.

Gilded metal badges bearing the national coat of arms

The official badges will measure 7.7 x 7.7 centimetres and, as before, will take the form of an eight-pointed star bearing the inscription “POLICE”, Montenegro’s coat of arms and the name “MONTENEGRO”.

The base of the badge will be gold-coloured for police officers holding certain ranks, while silver-coloured badges are designated for officers holding other ranks. The design will retain the blue circle with stars, a heraldic motif representing the perper, Montenegro’s former currency, and a field bearing an individual serial number.

At the centre of the official badge will be a red shield bearing Montenegro’s coat of arms, together with rays and the inscription “MONTENEGRO”. The lower part of the blue circle will contain a plate displaying the badge’s serial number.

In addition to metal badges, the Ministry of Internal Affairs will also procure badges made of a softened thermoplastic polymer.

The reverse side will feature Montenegro’s coat of arms and the month and year of manufacture, visible in a watermark-style design.

After the contract is signed, the Ministry will provide the selected bidder with details of the required numbers of gold- and silver-coloured badges, along with a list of serial numbers for individual numbering.

The tender is open until 30 November, when the bids are scheduled to be opened.
