Montenegro’s Ministry of Interior plans to spend €60,000, including VAT, on equipment for video surveillance of public gatherings. The requested equipment includes high-resolution cameras, drones, and devices for detecting and locating unmanned aerial vehicles and their operators.

According to the tender documentation published on Montenegro’s Electronic Public Procurement Portal, the procurement also includes data storage equipment, a laptop, and binoculars with variable magnification.

The Ministry of the Interior has also launched a tender for software development and maintenance services as part of activities related to the Drug Strategy. The estimated value of this public procurement is €30,000, including VAT.

The contract covers the development and maintenance of information technology software, as well as other software-related services.

Procurement details

The Ministry is seeking three portable video surveillance systems designed for rapid deployment at temporary or mobile locations. Each system must have two integrated cameras - one providing a wide-angle view of the scene and the other offering detailed optical zoom capabilities.

The systems must also support automatic vehicle licence plate recognition, as well as intelligent vehicle and facial recognition.

The technical specifications also include analytics capable of detecting entry into designated zones and unauthorised intrusions into protected areas, as well as events such as failure to wear a safety helmet, mobile phone use, workwear compliance, and smoking. The devices must support 4G connectivity, Wi-Fi, Bluetooth and GPS, and allow footage to be stored locally on memory cards.

The list also includes two drones equipped with advanced imaging and surveillance systems. According to the specifications, the aircraft must have a maximum flight time of up to 54 minutes, a declared maximum flight range of 43 kilometres, and the ability to transmit signals over distances of up to 25 kilometres under unobstructed, interference-free conditions, depending on the applicable regulatory standard.

The drones must feature three cameras covering different focal-length ranges - wide-angle, medium telephoto and telephoto - each with a 48-megapixel sensor. A thermal imaging camera is also required, capable of measuring temperatures ranging from minus 40 to 150 degrees Celsius in high-gain mode, and from zero to 500 degrees Celsius in low-gain mode.

Detectors capable of identifying more than 600 types of drones

The Ministry also plans to procure two handheld devices for detecting and locating drones and their operators. Unlike conventional cameras, these devices must be capable of detecting signals emitted by unmanned aerial vehicles and analysing their communication protocols.

Under the tender requirements, the detectors must support more than 600 types of drones, including devices manufactured by DJI, Autel and Feimi, as well as FPV drones used for real-time video transmission.

The detection range must be between one and two kilometres in urban areas and between two and three kilometres in open areas.

The devices must be capable of simultaneously detecting at least 10 targets, while functions supporting this type of processing must enable precise tracking of the flight paths of at least 12 drones.

The detectors must feature a six-inch touchscreen, at least 8 GB of RAM, 256 GB of internal storage and an 8,000 mAh battery. The specifications also require the storage of detection histories, analysis of previous incidents, audible and vibration alerts, and the ability to designate trusted drones.

The requested equipment also includes binoculars with variable optical magnification ranging from 10x to 22x and a 50-millimetre objective lens.

Footage storage and data processing computer

For data storage, the Ministry is seeking one network-attached storage (NAS) device with at least four drive bays, along with three identical hard drives, each with a capacity of 10 terabytes, designed for continuous operation 24 hours a day, seven days a week.

The procurement also includes one laptop with at least 16 GB of RAM, a 512 GB solid-state drive (SSD), and a dedicated graphics card with at least 6 GB of memory.

The tender is open until 2 November, when the bids are scheduled to be opened.
