How Vučić’s „loyalists“ were exposed

Research by Television E into the events at Tivat Airport and the connections with local activists who were supposed to receive 87 of Aleksandar Vučić’s „ćacis“ indicates that there was a carefully planned operation orchestrated by the Serbian regime. According to sources from foreign security services, the objective of the diversionary operation was to present to European leaders the image that Montenegro is governed by the Kavač clan, which was once allegedly under the patronage of Đukanović’s Democratic Party of Socialists, and whose criminal network supposedly now exerts influence over individuals within the government of Milojko Spajić

After the Air Serbia aircraft carrying 87 passengers landed two days ago at around 5:00 PM at Nikola Tesla Airport in Belgrade, an unusual scene unfolded. Around twenty luxury sedans and several SUVs, all escorted by police vehicles with flashing lights, drove onto the tarmac where they received the passengers from the charter flight who had been turned back from Tivat earlier that morning.

A short video and photographs from the official reception of 87 muscular young men, individuals deemed security-interest persons whose entry into Montenegro had been prohibited by Montenegrin police, provide strong evidence of their connection to Aleksandar Vučić’s regime.

A PLAN DEVELOPED IN EVERY DETAIL

Sources from international security services, as well as equipment seized by Montenegrin police at Tivat Airport, indicate that the group loyal to Vučić’s regime had received precise instructions.

They also suggest that Belgrade had developed, in meticulous detail, a plan ahead of the European Union Summit scheduled to take place on June 5 in Tivat.

- The trusted team of Vučić loyalists, many of whom are convicted criminals whose sentences were reduced or who were released from prison by the Serbian regime in exchange for carrying out dirty work against Serbian students, was equipped with banners promoting Vučić and his policies. These banners were intended to flood Tivat, as well as Kotor and Herceg Novi - an ETV source from the security sector stated.

The source further emphasized that some of the anti-Vučić banners had already been transported into Montenegro by individuals who arrived by car and bus several days earlier. According to the source, Vučić’s team intended to create the impression that an organized anti-Vučić campaign was underway in Montenegro.

„SPONTANEOUS ORGANIZATION“

Accordingly, the organized arrival of Vučić’s loyalists was designed to create the perception that Vučić also enjoys substantial support in Montenegro.

According to sources from foreign security services, the objective of the operation was to convince European leaders that Montenegro is controlled by the Kavač clan, formerly associated with Đukanović’s Democratic Party of Socialists, and that this criminal structure now allegedly influences members of Milojko Spajić’s government.

The organized loyalists were supposed to demonstrate that Vučić enjoys significant support in Montenegro as well, and that his supporters are allegedly being harassed by elements of the post-August governments. This is why, after Montenegrin police deported the 87 Vučić supporters yesterday, Dragan J. Vučićević, owner of Informer and one of Vučić’s most prominent media defenders, publicly expressed his outrage.

Attempting to divert attention from the embarrassment, Vučićević launched serious accusations, claiming that „milogorci, criminals and ustaše“ had devised a plot against Vučić (both „milogorci“ and „ustaše“ are derogatory terms carrying strong negative political and ethnic connotations in the region).

„When we see what is happening, I would not be exaggerating if I suspected that on Friday, June 5, Milo Đukanović together with Radoje Zvicer and Milojko Spajić - Miki Spajki - might attempt to carry out some crime. I appeal to President Vučić to reconsider whether he should travel to Tivat. In fact, I urge him not to go to Montenegro...“

These unrestrained accusations and allegations suggest that the regime in Belgrade did not expect its operation to be exposed.

THE FRENCH CONNECTION AND...

According to Television E’s sources, the covert operation was uncovered by the French intelligence service. Agents of France’s Directorate-General for External Security (DGSE) had already been present in Montenegro for several days in preparation for French President Emmanuel Macron’s visit.

It was the French service that reportedly obtained information about the charter flight carrying Vučić’s loyalists from Belgrade to Tivat. Vinci Airports, the French company holding the concession for Nikola Tesla Airport, allegedly received detailed information regarding the highly unusual passenger manifest of the chartered flight.

Adding to the suspicion was the fact that the charter had reportedly been booked by a tourism company from Bijeljina that is regularly engaged in organizing events for the Serbian regime.

Equally intriguing was information published last night by fugitive Miloš Medenica, who claimed that accommodation for the 87 Vučić's „ćaći“ had been arranged by Dejan Ljevnajić at the luxury Luštica Bay resort, where he serves as Director of Strategic Development.

„Ljevnajić’s closest friends, who worked for years with Serbia’s Security Information Agency (SIA), are former Prime Minister Dritan Abazović and Branislav „Gugi“ Savić, owner of Gugi Komerc, a company that illegally constructed a complex in the Bay of Kotor.“

According to Television E, there were reportedly no vacant rooms at Luštica Bay yesterday. However, after the deportation of the 87 loyalists, the hotel suddenly had dozens of unreserved rooms available.

...AND THE SIA CONNECTION

Additional information obtained by Television E indicates that Dejan Ljevnajić, currently Director of Strategic Development at Luštica Bay, spent nine years working for Serbia’s Security Information Agency (SIA) and six years in the Ministry of Internal Affairs.

He also served as Serbia’s honorary consul in Pale, was a friend of Milorad Dodik, and left his position as director of the Jahorina Olympic Center while reportedly leaving behind debts exceeding €100 million. How Ljevnajić became connected with Abazović remains unclear.

There was no response from Belgrade regarding these allegations. Instead of issuing an official statement, Aleksandar Vučić told Serbian media this afternoon that he had disregarded warnings from the SIA, as well as warnings from Dragan Vučićević, Milan Knežević and Ana Brnabić, and would travel to Tivat nonetheless.

VUČIĆ’S FUTILE EFFORT

- It is important that I represent Serbia at this gathering. I gave my word to António Costa and Ursula von der Leyen that I would come. I am not afraid, and I will speak much more about this in Montenegro - Vučić said.

Unable to refute the allegations and unable to shift the discussion about criminal activity in Serbia onto Montenegro, the Serbian president apparently decided to travel to Tivat and attempt to limit the political damage caused by the exposure of the operation involving the „Serbian ćacis“.

Several hours later, after arriving in Tivat, Vučić admitted to friendly Serbian media outlets that the arrival of the 87 security-interest individuals from Serbia had been organized by „a close political friend“, but claimed that it had happened without his knowledge.

Just as the SIA’s public warning that Vučić should not travel to Montenegro because of a supposed threat from Radoje Zvicer appeared unusual, since intelligence services rarely issue such warnings publicly, Vučić’s explanation was widely seen as unconvincing. Few observers are likely to believe that a close associate of Vučić could carry out such a large-scale operation without his knowledge.

Following such statements, a significant question remains: will any influential European figure seriously listen to the Serbian president’s narrative?
