Zirojević files criminal complaint against Krapović, calls for urgent SSPO investigation over alleged disclosure of classified security information

European Alliance Member of Parliament Nikola Zirojević has filed a criminal complaint with Montenegro's Special State Prosecutor's Office (SSPO) against Defence Minister Dragan Krapović, as well as several officials from the Ministry of Defence, the Police Directorate, and the National Security Agency on suspicion that they committed multiple criminal offences prosecuted ex officio.

According to the complaint, reviewed by Portal ETV, Zirojević alleges there are reasonable grounds to suspect that Krapović publicly disclosed information during a parliamentary debate on June 25, 2026, that constituted operational intelligence, security assessments, and data obtained from official sources. The complaint argues that this information had neither been declassified nor made public by the competent authorities.

ALLEGED DISCLOSURE OF OPERATIONAL AND SECURITY INFORMATION

The complaint states that the minister spoke about the alleged security threats facing Police Director Lazar Šćepanović, the manner in which he was reportedly being monitored, the alleged use of drones by organised criminal groups, security assessments concerning the Police Director's official vehicle, and linked MP Nikola Zirojević to information that Krapović claimed was in the possession of organised criminal groups.

The complainant argues that Krapović exceeded his official authority and unlawfully handled information that could only have been obtained through the performance of his public office or by virtue of his official position.

Particular emphasis is placed on the possibility that the publicly disclosed information originated from official records, operational reports, or security assessments prepared by state authorities, the disclosure of which could compromise the operational work of the security sector, its methods, and the safety of the individuals concerned.

At the same time, the complaint argues that even if it were established that the minister did not possess official information but instead presented unverified claims as official facts, this would still warrant an investigation into the possible abuse of official authority.

ALLEGATIONS REGARDING PRIVATE COMMUNICATIONS BETWEEN AN MP AND THE POLICE DIRECTOR

One of the central allegations concerns the minister's claim during the parliamentary debate regarding the contents of private communications between MP Nikola Zirojević and Police Director Lazar Šćepanović.

According to the complaint, Krapović presented this information as undisputed fact, creating the impression that he had access to communications that were not publicly available. The complainant therefore requests that the SSPO determine whether any access to such information was obtained through the use of official authority or with the assistance of other state institutions.

COMPLAINT ALSO CHALLENGES MINISTER'S STATEMENTS ABOUT ZIROJEVIĆ'S ASSETS

The complaint also addresses the portion of the minister's parliamentary speech concerning Nikola Zirojević's personal assets, including the purchase of an apartment and a garage space, the method of financing, the property's market value, and alleged inconsistencies in his asset declarations.

The complainant argues that Krapović presented these claims not as political opinions but as allegedly verified facts, calling on the competent institutions to investigate them, despite the complaint's assertion that some of the allegations were inconsistent with publicly available documentation.

REQUEST TO THE SSPO: DETERMINE THE ORIGIN OF ALL INFORMATION PRESENTED BY THE MINISTER

The complaint requests that the Special State Prosecutor's Office establish the origin of all information disclosed by the minister during the parliamentary session, determine whether it originated from official documents, operational reports, or security assessments prepared by state authorities, identify who had access to such information, and establish whether any of it had been classified.

It further requests that investigators determine whether any other, as yet unidentified, public fficials participated in the alleged unauthorised disclosure or transfer of such information.

STATEMENT „YOU HAVE NO IDEA HOW FAR I AM PREPARED TO GO“ ALSO DISPUTED

In the final section of the complaint, Zirojević argues that the minister, by invoking the authority of his office during the parliamentary debate, engaged in conduct that could constitute a form of pressure against him.

Particular attention is drawn to the minister's statement: „You have no idea how far I am prepared to go“. According to the complaint, this statement must be assessed in the context of the minister's overall address and his earlier claims regarding alleged operational intelligence.

REASONABLE GROUNDS TO SUSPECT MULTIPLE CRIMINAL OFFENCES

In the complaint, Zirojević argues that the described conduct gives rise to reasonable grounds to suspect the commission of several criminal offences, including abuse of office, negligent performance of official duties, and other offences against official duty. He therefore requests that the Special State Prosecutor's Office open a formal investigation, determine the origin of the information publicly disclosed by the minister, examine the possible responsibility of other public officials, and undertake all necessary investigative measures to establish the full facts of the case.
