Global satellite internet provider Starlink was officially registered in Montenegro on 29 April, according to data published by the Montenegrin Tax Administration.

The newly established company, Starlink Montenegro, is headed by Zdravko Gardović, with its registered office located in Podgorica.

The company has been incorporated as a limited liability company (LLC). According to its registered business activities, it will engage in cable, wireless, and satellite telecommunications services. Data from the Tax Administration show that the company's registered capital amounts to €2.

According to CompanyWall records, the company is wholly owned by Starlink Holdings Netherlands B.V., the European holding company within the SpaceX corporate structure owned by Elon Musk.

The Agency for Electronic Communications and Postal Services announced at the end of February that Starlink was expected to begin operating in Montenegro during the second quarter of 2026.

At the time, the Agency stated that, in order to obtain the status of a telecommunications operator, Starlink had initiated the process of registering a company headquartered in Montenegro. Following that step, the company would submit an application for entry into it's Register of Telecommunications Operators.

- Starlink expects that all necessary conditions for the launch of its services to users in Montenegro will be met by the end of the second quarter of 2026 – the Agency said on 24 February.

Starlink operates a constellation of thousands of satellites orbiting the Earth, providing global internet coverage.

- Because Starlink satellites operate in low Earth orbit, latency is approximately 25 milliseconds, significantly lower than traditional satellite internet services, where latency typically exceeds 600 milliseconds. The Starlink satellite constellation currently consists of more than 6,750 satellites in orbit, delivering high-speed internet to millions of active users worldwide – the Agency added.

Starlink's entry into the Montenegrin market is expected to improve internet accessibility while increasing competition and expanding consumer choice in broadband internet services.
