CCE: The Government has made 2,970 personnel decisions in less than three years

Prime Minister Milojko Spajić's Government has made 2,970 personnel decisions since taking office on 1 November 2023, the Centre for Civic Education (CCE) announced today.
According to the NGO, the government has adopted 1,817 appointment decisions and 1,153 dismissal decisions concerning public officials.
- This confirms a pattern of almost continuous changes at the top levels of the public administration. Such a pace of personnel turnover makes it difficult for institutions to plan their work, contributes to the lack of expected results, and negatively affects the professionalisation and overall functionality of the system - the Centre for Civic Education said.
The organisation added that its findings show a large number of senior positions continue to be filled by acting officials, rather than through regular, lawful and transparent appointment procedures.
- Such an approach is inconsistent with the principles of good governance because it weakens institutional stability, leaves room for harmful political influence and discretionary decision-making, and moves Montenegro further away from a professional public administration based on merit and expertise. Instead of temporary solutions and constant personnel reshuffles, the public administration needs stability, professionalisation and accountability - the Centre for Civic Education concluded.
