Đukanović: I doubt there will be a reconstruction of the Government, even though European diplomats are calling for it

Early elections in Montenegro would not bring anything, even though the EU has publicly stated for some time that there are many contentious issues concerning the influence of Moscow and Belgrade on the Montenegrin government, which supports the thesis that a reconstruction of the Government is needed, but I doubt that it will come to that - political scientist Nikoleta Đukanović said in the morning program „Budilnik“ on Television E.
Montenegro is indeed not making progress in the accession process, Đukanović says, because there are no measurable results in meeting the criteria and in reform processes.
She also believes that there will be sabotage and that it will find fertile ground in Montenegro because, as she says, parties only declaratively support European values. Even opposition parties with a pro-European image, she recalls, have not supported certain laws related to vulnerable groups.
- We may have adopted or may adopt some laws, strategies, and write action plans for implementing those strategies, but essentially we have no tangible results or overall progress in the integration process. We can go into individual cases, chapters, and areas, but we truly are not a democratically organized state that is close to European values and that implements them in practice. We do not even have value patterns among citizens themselves that are close to European values, and a lot of time has been lost in this process due to inaction. I find the explanation for why this process may be complicated until the very end in Montenegro’s weak institutions and its unwillingness to truly implement and properly complete this process. On the other hand, we do not have political parties that are pro-European, we have never had a pro-European government - rhetorically yes, but none has done anything epochal that would allow us to say that such a government put all its party interests aside and did everything so that citizens could have a European perspective, that is, a better life like citizens of the European Union. We do not have such a party - Đukanović said.
An independent analysis being considered by European diplomats involved in Montenegro’s integration process, reported by the Beta news agency, states that Montenegro, in the final phase of accession to the European Union, does not have a government and administration with an unquestionable pro-European agenda.
The Government is making progress in the negotiation process only thanks to the will and, Đukanović believes, the geopolitical circumstances of the EU, rather than as a result of its own work and pro-European values.
- I am certain that the European Union will have more problems with such parties and governments inside the Union than benefits from having supported the enlargement process and from that process finally gaining some credibility. As for whether there will be a government reconstructtion - I seriously doubt it, not only because of this report or because of party threats about whether they will continue to support the Government or not. I think elections suit no one, an enormous amount of time would be lost in organizing them and forming a government, and we would gain nothing different - quite the contrary. I seriously doubt that diplomatic circles would support elections, because such elections would only strengthen the right-wing center, exclusively strengthen Mandić’s party, and I think no one would gain anything from that. I seriously doubt that opposition parties in Montenegro are not aware of this - Đukanović concluded.
